Saudi Arabia pushes to localise half of tourism jobs by 2028

Saudi Arabia is taking bold steps to reshape its employment landscape through an ambitious plan to localise 50 per cent of all tourism-related jobs in licensed establishments by 2028. The initiative is a cornerstone of the kingdom’s Vision 2030 strategy, designed to foster local talent, reduce reliance on foreign labour, and build a diversified, resilient economy beyond oil.

At the heart of this move is a shift from traditional government employment toward private-sector tourism roles. The Ministry of Tourism has set clear milestones—40 per cent localisation by 2026, 45 per cent by 2027, and 50 per cent by 2028. This transition aims to create more opportunities for Saudi nationals, particularly the youth, and boost the tourism sector as a major employer.

However, success depends on building strong HR foundations — from training and incentives to cultural adaptation. The government plans to develop structured career pathways, competitive pay, and robust training systems to attract and retain Saudi talent. Historically, tourism was not seen as a prestigious career, but the state is now working to rebrand it as a field of national pride and professional growth.

Women are emerging as a strong force in this transformation, already comprising nearly half the tourism workforce. Mega projects such as AlUla, Diriyah, and Qiddiya are generating thousands of new roles, paving the way for greater local participation.

Infrastructure investments, including airport expansions and the upcoming launch of Riyadh Air in 2025, are further accelerating tourism growth. Yet, balancing rapid development with sustainability and skill readiness remains a challenge.

Saudi Arabia’s tourism localisation drive marks a turning point — a strategic effort to build a self-sustaining workforce, empower citizens, and position tourism as a lasting pillar of national prosperity.
