The Chandigarh administration has directed all its departments, boards, and corporations to carry out a detailed performance review of employees serving on deputation. The move aims to strengthen accountability and improve efficiency among staff posted across different administrative offices.
The directive, issued by the personnel department and signed by the UT additional secretary (personnel), has been sent to all administrative secretaries, heads of departments, and institutional authorities. Each department has been instructed to prepare a comprehensive assessment of deputed employees for the ongoing financial year and submit it to the UT administrator within 15 days.
The administration has also made it mandatory for such performance reviews to be conducted annually. From next year, departments will have to submit evaluation reports covering the financial year from 1 April to 31 March, and forward them to the administrator every April. All departments have been asked to ensure that these instructions are communicated to every officer and official for strict compliance.
This directive follows a series of administrative reforms introduced earlier this year. In August, the administration made it compulsory to obtain the UT administrator’s approval before appointing or relieving government employees on deputation for all Group A, B, and C positions.
In March, the UT had also set a fixed tenure for deputation employees. Under the new policy, deputed staff can serve in Chandigarh for a maximum of seven years. The rule impacts nearly 1,500 employees from Punjab and Haryana working in departments such as education, health and engineering.
The deputation framework is in line with the Central Civil Service Rules implemented in Chandigarh from April 2022. These rules cap deputation at seven years and mandate repatriation on a first-in-first-out basis.
