Maharashtra digitises HR management; rolls out Maha-AASTHA platform

The Maharashtra government has launched Maha AASTHA, a comprehensive digital platform intended to transform human resource management across state government departments. The objective is to streamline personnel administration for nearly 7,00,000 government employees and make systems, transparent, uniform and efficient.

Each government department has been asked  to appoint dedicated HR nodal officers by 30 June. These officers will oversee the onboarding of employees to the platform and ensure that all relevant data is collected and organised in a timely manner. As part of the first implementation phase, departments are required to digitise and upload essential service records by 15 July. This includes appointment letters, leave records, transfer and promotion histories, and pension-related information.

Maha AASTHA is part of the state’s wider administrative- reform strategy, which seeks to minimise manual paperwork, avoid delays in approvals and information access, and improve the overall service experience for government staff. The digital system is designed to allow for faster decisions on transfers, leaves, retirement benefits, and other personnel matters.

Officials believe this digital shift will modernise traditional HR practices within the government, eliminating redundant procedures and enhancing accountability. The platform will also enable easy  tracking of employee data across departments and prevent discrepancies in record-keeping.

With this tech-enabled model, Maharashtra is endeavouring to set an example for other states that wish to digitise the management of their government workforce. Maha AASTHA will serve as  an administrative tool and also drive employee satisfaction and effective governance.
