German companies are preparing for a tougher employment environment in 2026, with a growing number of industry groups expecting workforce reductions as the country’s prolonged economic slowdown continues to strain business confidence.
A recent survey of leading German business associations indicates that pessimism now outweighs optimism on hiring. Nearly half of the organisations surveyed expect headcount to shrink next year, while only a small minority foresee fresh recruitment. The remainder anticipate maintaining current staffing levels, reflecting a defensive stance rather than confidence in growth.
The bleak outlook is most pronounced in traditional manufacturing segments such as automotive, textiles and paper, where weak global demand, soft exports and persistently high domestic costs are squeezing margins. Several associations pointed to declining orders and delayed investments as reasons for holding back on hiring or planning selective job cuts.
Business leaders caution that expectations of a quick recovery are fading. The prevailing view is that the economy is stabilising, but at a lower base, leaving limited room for expansion. Investment intentions mirror this sentiment, with many organisations signalling restrained or reduced capital spending, further dampening employment prospects.
There are, however, pockets of resilience. Sectors linked to defence, aerospace and parts of the services economy reported comparatively stronger momentum, supported by government spending and long term contracts. Some associations also noted a marginal improvement in production expectations compared with earlier surveys, though not enough to reverse the broader employment trend.
For Germany’s labour market, the findings point to a challenging year ahead. As companies prioritise cost discipline and operational efficiency, HR teams are likely to face difficult decisions around workforce planning, reskilling and redeployment, with job creation taking a back seat to consolidation in much of the economy.
