Kerala is strengthening its position as one of India’s most service-driven labour markets, with nearly half of its workforce now employed in the services sector. A new NITI Aayog study, India’s ‘Services Sector: Insights from Employment Trends and State-Level Dynamics’, based on PLFS data, shows that 48.5 per cent of Kerala’s workforce was engaged in services in 2023–24. This is a sharp rise from 42.6 per cent in 2011–12 and significantly higher than the national average of 29.7 per cent.
The State ranks among India’s top performers, alongside Chandigarh, Delhi, Goa and Mizoram. What makes Kerala stand out further is its balanced participation across both rural and urban areas. Services employ 40 per cent of the rural workforce and 58.6 per cent of the urban workforce. The study also highlights near-equal gender participation, with males accounting for 49. per cent of service jobs and females for 47.3 per cent.
Kerala’s service economy remains anchored in traditional segments. Wholesale and retail trade forms the biggest chunk at 31.8 per cent, followed by transportation and storage at 12 per cent. Education, accommodation and food services, and health and social work together contribute a substantial share, reflecting the State’s long-standing focus on social development and tourism-driven employment.
Unlike Karnataka and Telangana, where technology-led services dominate, Kerala’s services expansion is more labour-intensive and rooted in areas such as healthcare, trade, education and tourism. The NITI Aayog report suggests several pathways for future growth. Key recommendations include leveraging the State’s reputation in Ayurveda and ecotourism by enhancing infrastructure and training hospitality professionals.
The study also underscores the need to boost innovation ecosystems at IT parks in Thiruvananthapuram and Kochi, especially in areas like AI and fintech. Strengthening skilling in edtech, digital content creation and software services is also identified as critical to sustaining Kerala’s evolving service economy.
