Saudi Arabia has rolled out Nitaqat 2.0, an upgraded version of its workforce localisation programme, aiming to generate 340,000 private-sector jobs over the next three years, as the Kingdom intensifies efforts to boost employment among Saudi nationals and deepen labour market reforms.
The revamped policy framework introduces sharper localisation targets, enhanced compliance mechanisms and sector-specific hiring benchmarks across industries such as retail, hospitality, construction, logistics, healthcare and professional services. The initiative is aligned with Saudi Arabia’s broader Vision 2030 agenda, which prioritises economic diversification, skills development and sustainable job creation.
Under Nitaqat 2.0, companies will be assessed through a refined classification system that links localisation performance directly to operational incentives, regulatory approvals and access to government services. Employers demonstrating strong hiring and training outcomes for Saudi nationals will benefit from preferential treatment, while underperforming firms could face tighter compliance scrutiny.
The new framework also places greater emphasis on upskilling and workforce readiness, encouraging employers to invest in training, structured career pathways and productivity enhancement. Authorities expect the programme to strengthen workforce participation, improve employment quality and accelerate the integration of nationals into private-sector roles traditionally dominated by expatriate workers.
Officials said the reforms aim to strike a balance between business competitiveness and labour market inclusion, ensuring that job creation translates into long-term employability rather than short-term compliance.
With youth employment, skills alignment and private-sector participation high on the policy agenda, Nitaqat 2.0 is expected to play a central role in reshaping Saudi Arabia’s employment landscape and supporting sustained economic growth over the coming decade.
