The Tamil Nadu government has announced a new pension framework for its employees and teachers, bringing relief to thousands of workers and putting an end to an impending statewide strike. The Tamil Nadu Assured Pension Scheme (TAPS) promises a fixed pension linked to an employee’s last drawn salary, marking a significant shift in the state’s retirement benefits structure.
Under the new scheme, eligible employees will receive a pension equivalent to 50 per cent of their final monthly basic pay. Unlike the fully government-funded pension system of the past, TAPS follows a shared contribution model. Employees will contribute 10 per cent of their basic salary towards the pension corpus, while the state government will fund the remaining portion. Pensioners will also continue to receive Dearness Allowance revisions twice a year, aligned with serving employees.
The announcement led employee unions to call off their proposed indefinite strike that was scheduled to begin on 6 January. Union bodies had been pressing for changes to the existing pension system for over two decades, citing concerns over retirement security.
TAPS also includes provisions for families of pensioners. In the event of a pensioner’s death, family members will receive 60 per cent of the last pension amount. The scheme assures gratuity benefits of up to Rs 25 lakh, depending on years of service, and extends minimum pension support even to employees who do not meet the full qualifying service period. Special relief has also been announced for employees who retired under the earlier contributory pension framework without pension benefits.
While the scheme offers enhanced retirement security, it is expected to place a substantial financial load on the state. Initial estimates suggest a one-time infusion of Rs 13,000 crore into the pension fund, along with recurring annual contributions of around Rs 11,000 crore, which will rise with future salary revisions.
The government is expected to roll out the scheme in a phased manner, with implementation timelines likely to be clarified closer to the notified date.
