The US Bureau of Labour Statistics’ April 2025 state-level layoff data was examined by the online HR platform Techr. The states with the most stable job markets were determined by the researchers by calculating the number of layoffs per 100,000 employees. From the fewest layoffs per 100,000 workers to the most, they ranked the top ten states.
1. Minnesota
Minnesota has the highest rate of layoffs (754 per 100,000 employees), which is 33.7% lower than the 1,137 national average. With 3,049,400 employees, Minnesota experienced only 23,000 layoffs in April 2025.
2. Colorado
With 770 layoffs per 100,000 employees, Colorado comes in second. Comparing this figure to the national average of 1,137 workers, the researchers found that it represents a 32.2% decrease. Only 23,000 layoffs were reported in Colorado in April 2025, despite the state having a total workforce of 2,988,500.
3. Missouri
With 800 layoffs per 100,000 employees, Missouri ranks third. The researchers note that this number is 29.6% lower than the 1,137 national rate. Missouri employed 2,998,600 people in April 2025, of whom 24,000 were let go.
4. Wisconsin
According to the researchers, Wisconsin ranks fourth with 852 layoffs per 100,000 employees, which is 25.1% less than the 1,137-worker national average. Wisconsin had 3,050,500 employees overall as of April 2025, with 26,000 of them laid off.
5. Washington
With 873 layoffs per 100,000 employees, Washington completes the top five states. The analysts stress that this figure is 23.2% less than the 1,137 national rate. Of Washington’s 3,664,100 employees, 32,000 were laid off in April 2025.
6. Iowa
With 876 layoffs per 100,000 employees, Iowa ranks sixth. Of Iowa’s 1,598,500 employees, 14,000 were laid off in April 2025. Its national rating is not expressed as a percentage.
7. Massachusetts
With 886 layoffs per 100,000 employees, Massachusetts comes in seventh place. Of the 3,725,200 employees in Massachusetts, 33,000 were laid off in April 2025.
8. Texas
Texas follows with 894 layoffs per 100,000. In April 2025, Texas experienced 128,000 layoffs, more than any other of the top ten states out of a workforce of 14,312,700.
9. Pennsylvania
With 916 layoffs per 100,000, Pennsylvania takes ninth place. Out of 6,221,400 employees, 57,000 were laid off in Pennsylvania in April 2025.
10. Hawai
With 921 layoffs per 100,000, Hawaii completes the top ten. Hawaii laid off 6,000 of its 651,400 employees in April 2025.
