France has updated the salary thresholds for its ‘Talent – Qualified Employee’ and ‘Talent – EU Blue Card’ residence permits following a ministerial order issued on August 29, 2025.
The ‘Talent – Qualified Employee’ permit, which applies to employees on assignment, employees of young innovative companies, and young graduates, will now use a standardized threshold based on the average annual gross salary rather than the minimum wage (SMIC). The applicable threshold is set at €39,582, representing an 8 per cent reduction from the previous level, making the scheme more attractive to foreign professionals.
For the ‘Talent – EU Blue Card’, the calculation method remains unchanged, with the threshold fixed at 1.5 times the average annual gross salary. Based on the updated figures, the new threshold stands at €59,373.
These changes are part of France’s broader efforts to strengthen its appeal to international talent and simplify immigration procedures for highly skilled professionals.
