Government launches employees’ enrolment campaign 2025 to widen social security

The government has announced the launch of the Employees’ Enrolment Campaign 2025, an initiative aimed at expanding social-security coverage and bringing more workers under formal employee benefit systems. The move seeks to encourage employers to voluntarily declare and register eligible employees who may not have been enrolled earlier.

According to the Ministry of Labour and Employment, the campaign will run for a six-month period, beginning on 1 November this year and continuing until 30 April next year. During this window, employers will be allowed to enrol existing employees who joined their establishments between 1 July, 2017, and 31 October, 2025.

The initiative is expected to improve the reach of employee welfare and social-protection measures by widening the formal enrolment base. It also provides organisations an opportunity to update and regularise employee records that may not have been fully compliant in the past.

The Ministry believes the campaign will play a dual role. Along with strengthening social security access for employees, it is expected to support employers by offering a structured route to correct historical records with limited financial impact.

The campaign forms part of broader efforts to increase workforce formalisation and improve employee access to statutory benefits. By enabling voluntary disclosures and registrations, the government aims to ensure that a larger segment of workers receives the protections and support available under social- security frameworks.
